DO NOT have the jump bug, but.. I forced the bug to take place in one house involving 2 sims.. but I think you will find my responses to the questions interesting, might help some. Plus, it might help some fears to be alleviated.
1: which hood is this happening in ?
None at all, only once in a test neighborhood, that I made it happen.
2: have you used the move objects cheat for anything ?
Yes, tons of times and I would say every house.
3: have you cancelled an interaction with a service NPC (as opposed to a townie or neighbour) while they were doing their job in any house in that hood ?
Yes, tons of times with the Nannies, alot of times this results in nannies eventually going haywire. I have done this in all my houses and in both neighborhoods.
4: what was the action in the queue that caused the jump ?
One thing I have noticed is that when you attempt to potty train the toddler when it is exhausted, it will pop off the toilet or out of your hands, because the ZZZ motion is starting to take over. I have noticed when you try to make a sim whoohoo in the bed or hot tub and they are either tired or hungry or fun is low, this will pop them out until those needs are met. I noticed this happens alot with those situations.
I noticed the Nannies are the most interrupting NPC's and will attempt to jump into many sims cues.

8: have you used any cheats ?
Yes, I use move_objects on and aging -off and aging -on
ALLthe time. I generally use kaching for each house about 2,000 to 10,000 depending on size of the family and need to rebuild the house for better functioning.
9: have you deleted an NPC ?
YES Any PC that does not function properly in the home.. off it goes.
10: have you played the Maxis familes ?
Yes, All of Pleasantville and Strange town, have only entered and exited a few of the Veronaville.
11: have you played created families ?
YES all the time.
12: when you play do you swap between families or stick with one for each session ?
both ways.. I can play one family for more than 6 hours or more. OR I will swap around the whole neighborhood.
13: how long had you played that neighbourhood before the bug manifested itself ?
Since I have only forced the bug myself I would say that it took very little time to manifest it. With in a hour at most.
I have played though for a good 72 hours straight with possibly a couple hours nap here and there.. I Know I know I am an sim addict.

I have 2 256 cards in my slots.
15: how many sims are in the neighbourhood that has the bug ?
NONE, but two did when I forced the bug.

They had 5 friends when I forced it.

They had no relations, they were NPC's

One was Romance and the other was family.

no, unless one of the NPC'S did that i produced the bug did at the dreamer's.

my sims have married
alot of NPC's. The two that I forced the bug with were NPC's.

Every house gets a maid.

Every house with more than
5 water plants gets a gardener.
29: have any families hired a nanny ?
Every family with a baby, toddler, or child gets a nanny.
30: have any of the families invited the headmaster ?
Yes many times.

yes all my silly sims that don't know any better try to cook.
32: do you have a teddy bear in any houses ?
All my houses have teddy bears, they bring comfort to even the adults and are great to have for visiting children.
33: was your sims aspiration high or low when the bug first occured ?
my forced sim bugs both had decent to high aspiration levels
34: was your sims mood high or low when the bug first occured ?
moods were decent not low at all.
My two sims that manifested the bug were two Headmasters that I got living in the same house. the house become literally unplayable no buy mode, no build mode. many times they walked off the screen and were not part of the family. I attempted to send them to a community lot and instead of them being able to go buy from the lot as a sim going to buy clothes, I was forced into buy mode, no playable action was an option. So the whole pathway was messed up. I found that until you remove the NPC outfit and possibly do one move for them, they will have NPC coding remain in their sim. ( this is the same basis as the townies in hot date, it kinda works like that personality type till you edit them or move them in some way) Hard code actions that were repeated were these. IE..the social worker had repeated sliding van doors sound when she was in an error loop. the Head Masters heads to the door bell and kept trying to ring it.. The nanny will be right at the crib for the kids. the gardener will tend to go and take care of all theplants. They are hard coded into their Character file until you begin to change their file. there are a couple things that I found will close the files if your files have been opened at any time, this will cause serious problems if the files are not ending as they were written to end..
1. sleeping has an non action queing some sims maybe sleepwalking. (this is the possibility for those that have not had an NPC move in. )
2. the NPC that has moved in.. there are two things
YOU MUST DO THESE TO PREVENT THE BUG.
1. Have an adult in the house that they will move into have the gender clothes that they need. ALL of them.
2. Have the NPC change the clothes immediately, you will find out if that sim has a bug or not, if they can't change clothes exit out and
DO NOT have the NPC move in and end all contact with that sim if possible in all houses. or create a house to move them in and immediately delete them to rid them from your game.
3. Go to the mirror and just have them begin to change appearance, you don't necessarily need to change anything but the action of clicking on the check mark should close that sims file properly.
4. This step is crucial very very crucial, You will need to go into all your houses that your NPC was an active NPC and dismiss them or wait for them to be replaced. Because you will have their NPC characteristic still open in that house. To prevent any bugs, it will help. I noticed Karylynn was in several of the original houses when I began playing and some of my created ones... I moved her in and forgot to get her outfit changed, but the moment she moved in, I got her a job and she was in her new work outfit. I got her clothes changed and then moved her onto a new house, I never really played her in the original house she moved into. She then was moved into the new house and joined a large family and she was error free. I believe that if I not done those things, she would have created the bug in my game. I went to each house and ended her service with them as an NPC.
